Perma-Fix Environmental Services, Inc. has entered into a new joint distribution agreement with Enforcer One, LLC that aims to simplify and speed up the move toward PFAS-free firefighting foams across high-risk sectors.
The partnership brings together PFAS destruction expertise and fluorine-free fire suppression technology into a single, end-to-end offering for organisations facing growing regulatory and environmental pressure.
A unified approach to PFAS foam replacement
Fire departments, airports, industrial sites, and defence facilities worldwide are working to phase out aqueous film forming foams (AFFF) that contain per- and polyfluoroalkyl substances (PFAS).
The new collaboration is designed to address the entire lifecycle of this transition – from eliminating existing PFAS stockpiles to deploying safer, fluorine-free alternatives.
Under the agreement, Perma-Fix will distribute Enforcer One’s FIREBULL® fluorine-free foam concentrates and Enforcer® compressed air foam systems (CAFS) to customers managing PFAS-impacted sites.
At the same time, Enforcer One will recommend Perma-Fix’s Perma-FAS™ technology as a preferred solution for the compliant destruction of legacy AFFF inventories.

FIREBULL® Foams and CAFS: Performance without fluorine
Enforcer One’s FIREBULL® product range includes fluorine-free Class A, A/B, and specialty foam concentrates, as well as UL-listed options, climate-specific blends, training foams, and aerosol extinguishers.
These products are engineered to deliver reliable fire suppression performance without relying on fluorinated surfactants, supporting a smoother transition away from AFFF.
Complementing the foams, Enforcer CAFS equipment is available in configurations ranging from compact portable units to large skid-mounted systems.
By expanding water into high-quality finished foam, these systems offer efficient and mobile firefighting solutions – particularly valuable for locations with limited water supplies or specialised fire risks.
Perma-FAS™ technology targets PFAS at the source
Perma-Fix’s Perma-FAS™ process provides a non-incineration pathway for destroying PFAS compounds.
Operating in a closed system under relatively mild conditions, the patent-pending technology has demonstrated high destruction efficiencies across multiple PFAS chain lengths.
At Perma-Fix’s Florida facility, a 1,000-gallon reactor has successfully treated PFAS-contaminated materials, including high-concentration AFFF waste streams.
Compared with traditional approaches such as incineration or supercritical water oxidation, the process offers potential cost, safety, and operational advantages.
